In Shipping Manager some features are only available, when enabled. This is done in Detailed App setup.
Go til Shipping Manager Setup and click on "Detailed App Setup".
This will open the full list of additional features in Shipping Manager.
To activate, open the list i Edit mode and mark the feature line in "Enabled".
