Warehouse Shipment creation now correctly uses standard quantity when Assign Quantity is disabled.

Resolved an issue where the system incorrectly considered the Assign Quantity field during Warehouse Shipment creation, even when the extension was disabled. The system now defaults to using the standard "Qty. to Ship" field as expected.
